These projects are being promoted by a falsely registered NGO, Baguio-Benguet Green Meadows Foundation Inc.

Many people are already suing her and her accomplice Judge Abraham Borreta to get their money back. She recently lost a court case filed by Baguio City Hall employees who had been duped by her use of a false name to sell them lots for an unapproved and unlicensed social housing scheme.

Don’t become another victim of her use of false alias names.

The objectives of this weblog are to:

• Get Lovely Ladignon De Vera to admit that her own testimony before both the Supreme Court and Judge Pamintuan of RTC Branch 3, Baguio City is self-incriminating evidence that she criminally used the false alias name Lovely Ladignon Mandapat when making representations to various Philippine Government officials.
• Get Lovely Ladignon De Vera to admit that she criminally falsely completed NBI arrest forms.
• Get Lovely Ladignon De Vera to publish on her website www.lovelylapuz.com all documents pertaining to her claimed anulment of her marriage to Christopher Tobias De Vera and all documents pertaining to her claimed subsequent marriage to Roehl Gapol Mandapat.
• Ascertain, based on her publication of those documents, the exact extent of her falsification of public documents, which is a criminal offense under Philippine Law. 
• Get the various Government Agencies who have been deceived by the use of a false alias name to coordinate with NBI and file the appropriate criminal charges against her, as they are mandated by Philippine Law to do so, and in order to protect the general public and ensure clean and transparent expenditure of tax payers money on the Government’s Socialized Housing Program.
• Get the Supreme Court to motu propio investigate Judge Abraham Borreta of RTC Branch 154 Pasig City for his multiple documented violations of the Code of Judicial Conduct, his apparent involvement in Special Powers of Attorney containing criminally falsified statements intended to deceive government agencies and others, and his association with a person who was using a criminally falsified alias name.
• Get Lovely Ladignon De Vera to refund all of the buyers that she has cheated in her unauthorized social housing projects and hwen using a false alias name

We further forewarn Lovely Ladignon De Vera a.k.a Lovely Lapuz a.k.a Lovely Ladignon a.k.a Lovely Ladignon Mandapat that absent her submission to any Prosecutor’s Office in the Philippines or the NBI of those documents regarding her marital status and National Statistics Office legally recognized name during the period January 1999 to December 2007, she will not be demonstrating that she has any valid legal capacity whatsoever to pursue any court action or file any complaint in the Philippines, including the one that she recently filed in Baguio City against Dr. Jawi Oquendo, and that her capacity to sue will now be challenged on the basis of her questionable identity.

In simple terms, no evidence of malice can exist with regard to this weblog unless she first publishes her De Vera anulment and Mandapat marriage documents in full and publicly acknowledges every occasion on which she had used the criminally false alias name Lovely Ladignon Mandapat before Government officials. 

Of course, Lovely Ladignon De Vera is entitled to a right of reply to our blog. Being fair and reasonable people who do not bear any malice towards her, we would not deny her such an opportunity. She is more than welcome to send us a copy of her court anulment of the marriage to Christopher De Vera and her subsequent marriage certificate to Roehl Gapol Mandapat if she believes that our allegations of falsification and fraud are untrue. But to date she has not done so, thus indicating that she knows that the allegations made against her are true.

Government Housing Agencies are now investigating her activities, and the accreditation of BBGMFI has been suspended by SHFC since last year. Current HUDCC investigations may result in her accreditations etc being revoked. Cheated buyers should make direct inquiries with the housing agencies on the current status of BBGMFI before making any further payments to De Vera, a.k.a. Lapus, Lapuz, Ladignon, Mandapat, and they should also file complaints.

We ask the new NBI Director, Magtanggol Gatdula, to quickly carry out an internal investigation into why his Deputy Director Rickson Chiong and several other NBI agents (such as Rose Torres) have, according to new information provided to us, been harrassing several people, including government housing agency officers, by issuing subpoenas on behalf of a woman using the surname Ladignon, especially given that Chiong previously headed the NBI Baguio office that arrested the same woman on 24 January 2002 under her NSO legally recognized married surname of De Vera.

If NBI agents are issuing subpoenas in order to harrass Government officials when the Department of Justice (which the NBI is a line agency of) last year stated that there was no internet libel law in the Philippines, and a Supreme Court case has agreed with the same, then those agents, aside from having no legal jurisidiction, are showing all the signs that they have a corrupt involvement. We therefore ask President Aquino and V-P Jejomar Binay, head of HUDCC, to coordinate with the DoJ to investigate this NBI harrassment which would seem to be based upon corrupt and illegal motives intended to protect a person whio has been operating social housing scams.

Is Mr. Chiong unaware that cheated lot buyers have already used the public documents posted on this weblog to obtain court and HLURB decisions requiring “Mandapat” to reimburse money to those cheated buyers? Is Mr. Chiong unaware that SHFC suspended the accreditation of BBGMFI and “Mandapat” on the basis of those cheated lot buyers complaints and the content of this weblog? Is Mr. Chiong unaware that HUDCC is investigating BBGMFI and ”Mandapat” because of a refusal to respond to SHFC correspondence together with cheated lot buyers complaints and the content of this weblog?  Has Mr. Chiong not worked out that it is highly improbable that Lovely Ladignon De Vera would be able to get her marriage to Christopher De Vera annulled by a court less than three years after that marriage was solemnised? Is Mr. Chiong incapable of doing very basic background check investigation before hastily issuing subpoenas to innocent parties? It would seem so, or he is hiding the real truth that is known to him.

Cheated lot buyers are presently disgusted that Mr. Chiong and his NBI team are protecting a person who has cheated them using alias names, and they are also disgusted that he is assisting this woman to harrass government housing agency officers who have done their job properly and have set out to protect lot buyers from unauthorized and illegal social housing lot sales.

Perhaps Mr. Chiong and his NBI team need to consider whether a judge too would be disgusted by their failure to protect the general public and government agencies, and particularly their failure to comply with the over-riding legally mandated obligation of the NBI to protect government and the general public.

We are rather amazed that Rickson Chiong did not recognize that the woman using the name Ladignon was the same person that his NBI Baguio office arrested under her real name of De Vera in 2002. Again, a lack of basic background checking that can hardly inspire the confidence of the general public and cheated lot buyers in the NBI.

However, Chiong can always demand that Ladignon submits to fingerprinting and then compare those prints with the two falsified NBI arrest records for De Vera. Then he can correctly charge her with criminally falsifying those January 2002 arrest records, falsely regsitering BBGMFI, falsely obtaining CTCs, falsely opening a bank account, falsely obtaining various government agency certifications etc, and using a false name to file a complaint against government officials.

If he does not do this then the question will arise as to whether or not Mr. Chiong is acting as an accomplice to the illegal harrassment by De Vera of government officials using the alias name Ladignon, and also protecting her from criminal prosecution for that false filing of her De Vera arrest records and false obtaining of government certifications etc.

Mr. Chiong should also have investigated whether this woman obtained a court anulment of her marriage to Christopher De Vera and whether she ever had any legally valid marriage to Roehl Gapol Mandapat. He has no excuse for not doing so, given that his Baguio Office previously arrested her under the name of De Vera, and the NBI is in a position to question her under oath and demand that she provide it with copies of the court anulment papers and Mandapat marriage certificate.

As a lawyer, and the given the restrictive laws on marriage anulment, and her previous 1993 church marriage and the birth of a child, Mr. Chiong should be able to work out that it is highly improbable that Lovely Ladignon De Vera  was able to obtain an anulment of her 1999 civil marriage to Christopher De Vera such that she would have been able to legally re-marry Roehl Gapol Mandapat before she obtained a CTC in May 2002 and registered and incorporated BBGMFI in September 2002 using the surname Mandapat.

It quite amazes us that Mr. Chiong did not check out such basic facts regarding Lovely Ladignon De Vera before he decided to improperly harass government officials and members of the public to protect the criminal activities of Lovely Ladignon De Vera. If he had checked out her background properly, he would not have been harassing those people because instead he should have correctly arrested De Vera for multiple criminal offenses.

This is about protecting the best interests of government,  the general public and cheated lot buyers, Mr. Chiong, and not about protecting a private individual who has been running social housing scams without the necessary authorization, permits etc and when using false alias names.

It is indeed quite unbelievable and disgraceful that Mr. Chiong is harrassing government housing agency officials who have been assisting many cheated lot buyers including government employees to recover money from this woman who was selling lots without permits, licenses to sell, etc. 

Mr. Chiong, who is a lawyer,  must be aware that selling lots without having a license to sell is estafa and that selling CMP lots without first fulfilling the requirements of RA7279 etc is also a criminal offense. Does not Mr. Chiong understand that it the duty of government housing officials to protect the general public from scams and illegal activity that violates RA7279 and other laws? Why is Mr. Chiong not assisting government housing agencies to raid the offices of BBGMFI to take over the records of that bogus foundation so that the amount of money that this woman has obtained from unsuspecting lot buyers at Benguet Green Meadows, Hinigaran Green Meadows and other projects can be established and criminal charges filed against her and her accomplices?

Please remember Mr. Chiong that a judge will ask you all of the above basic questions if you ever try to pursue this harrassment before a court, and given the content of this weblog page, if you have not checked out this woman and recognized her criminal activities, it will look like you are an accomplice to those activities.

The NBI should not be assisting a woman to falsely harass government officials who are investigating her publicly recorded use of alias names to  obtain certifications, accreditations and loans from government housing agencies.  Instead it should be prosecuting this woman. The only subpoena that needs to be issued by the NBI is one against Lovely Ladignon De Vera.

Read all of the public documents on this weblog Mr. Chiong, they give you almost all the evidence you need to prosecute Lovely Ladignon De Vera. So why are you not doing that Mr. Chiong?

Mr. Chiong would be very wise to read the case file for the complaint filed by Judge Ayson against Judge Borreta. He will then be able to clearly see that the woman he is now trying to corruptly help has already admitted her real identity in sworn testimony before the Supreme Court, and that NBI documents were presented as evidence before the Supreme Court in order to get her to admit to her real identity of LovelyLadignon De Vera.

Mr. Chiong would be even wiser to recognize such Supreme Court facts and withdraw the harassment sunpoenas that he has issued on behalf of this woman as fast as he can before he faces an investigation himself and possibly loses his job.

Has Mr. Chiong forgotten his mandate under RA157 Section 1(A), which by way of this weblog the general public demands that he investigate the crimes and other offenses of Lovely Ladignon De Vera (under her alias surnames of Mandapat, Lapuz and Ladignon) against the laws of the Philippines upon his own initiative and as public interest may require? Now get on with it Mr. Chiong and no excuses for not doing so. You are a public servant who must prioritize the protection of the general public and in particular the many lot buyers who have been cheated by Lovely Ladignon De Vera, a person that your previous Baguio NBI office previously arrested in 2002.

It is also respectfully suggested to Mr. Chiong that, with reference to the recent Yuchengco case heard by the Supreme Court, he should advise Lovely Ladignon De Vera to use the correct prosecutor’s office jurisdiction, and her correct NSO legally recognized surname, to file any libel complaint that she is able to support with relevant evidence and may wish to pursue. That would mean that she needs to support such a complaint with every single page of this weblog including documents that question her legally recognized identity, etc.  She does not need any NBI asistance, she simply needs to file her compliant with a prosecutor’s office using her legally recognized name in order to avoid a simple criminal counterclaim.  It would seem that she is afraid to do that because the Baguio City Prosecutor is already aware that Mandapat is a false name.

It would seem that Director Gatdula may need to carry out some “cleansing” of the NBI so that his department can properly fulfill its mandate to assist government housing agencies in their investigations instead of incorrectly participating in harrassment of their staff.

If anything, given President Aquino’s desire to end graft and corruption, Director Gatdula should be assisting the housing agencies in pursuing any necessary criminal charges that need to be filed against Lovely Ladignon De Vera who has variously been using the alias surnames Lapuz, Ladignon and Mandapat when dealing with housing agencies and lot buyers instead of her NSO legally recognized married surname of De Vera, under which she was previously arrested by the NBI.

So if the NBI is filing criminal charges against Globe Asiatique and Delfin Tan etc, the cheated buyers in Baguio and elsewhere would like to know why the NBI is not filing criminal charges against BBGMFI, its trustees and officers and most particularly Lovely Ladignon De Vera?

Ms. de Vera has set up her blog site so that nobody can post comments.

Is that not the sign of somebody who does not want the people who read her blog site to know the REAL TRUTH? 

Ms. de Vera also seems to have a very very poor memory.

Isn’t that the same Junction newspaper that in March 2002 published an article identifying that she had been arrested on 24 January 2002 for outstanding arrest warrants for several counts of violation of BP22 (bouncing checks)?

Yes it is.

Mam Lovely, the details of your arrest under your real surname de Vera can be retrieved by anyone from NBI records, and are being published with this blog post so that all the World can see that they are IN FACT THE TRUTH.

In those NBI records Mam Lovely very clearly stated that her husband was Christopher de Vera.

So why was Mam Lovely UNTRUTHFULLY using the FALSE ALIAS NAME of Lovely Ladignon Mandapat when she was selling lots to Benguet Green Meadows buyers or when she was dealing with government officials including Mayor Bernardo Vergara of Baguio City and Mayor Nestor Fongwan of La Trinidad? 

WAS LOVELY LADIGNON DE VERA TRYING TO MAKE FOOLS OUT OF TWO MAYORS AND SEVERAL OTHER GOVERNMENT OFFICIALS?

Why did Lovely Ladignon de Vera set out to LIE AND ACT DISHONESTLY in front of those government officials? 

Is Mam Lovely not aware that obtaining money and government approvals through the DECEPTION of using a FALSE ALIAS NAME is a CRIMINAL OFFENSE?

Mam Lovely, please remind yourself of the title of that March 2002 article – “…. YOU CAN RUN BUT YOU CANNOT HIDE“

What further puzzles us is why Mam Lovely chose to be even more dishonest and deceptive by completing different details on two NBI arrest record forms she was required to fill in when she were arrested.

YOU CANNOT GET MUCH MORE DISHONEST AND UNTRUTHFUL THAN THAT

Several months after Rickson Chiong was appointed as Regional Director of NBI Cordilleras based in Baguio, she was arrested with the assistance of Chiong’s  NBI Baguio City office and she stated on NBI Form No. 5 that she was a real estate broker, her educational attainment was 2nd Year BS Education at Wesleyan University, Cabanatuan City and her address was 621 Magsaysay Sur, Cabanatuan City. See below.

Now then - that address Mam Lovely stated, similar to the 621 Mibuena Subdivision address stated as her address on the marriage certificate for her 25 February 1999 marriage to Christopher de Vera, but not exactly the same. Did Mam Lovely give a FALSE address? 

After Mam Lovely had been transferred to the custody of NBI Cabanatuan City she was again required to complete a NBI form, but in entire contradiction to the details on the NBI Baguio City form she stated that she was a Student studying BS Economics and that her address was 44 Caridad Village, Cabanatuan City.  See below.

Now then – again that address Mam Lovely stated, similar to the Block 8 Caridad Village stated as the address for Christopher de Vera on that 1999 marriage certificate, but again not exactly the same. Did Mam Lovely give a FALSE address? 

Moreover, Mam Lovely, why give an address during your arrest that appears to be the address of your husband Christopher de Vera, if at that same time you were publicly using the FALSE ALIAS surname Mandapat because you claimed later that you had a boyfriend with that surname, and which implies you were not living at your husband’s address at the time of your arrest?

That just demonstrates your DISHONEST, DEVIOUS AND UNTRUTHFUL nature, does it not, Mam Lovely? 

And you obviously did not consider that when everybody joined together and consolidated all the documents that they had about you, your DISHONESTY AND FALSIFICATION would stick out like a very sore thumb.

So there you have it, no less than Judge Abraham B. Borreta of RTC Branch 154, Pasig City associates with and is a co-landowner at Benguet Green Meadows with Lovely Ladignon de Vera who uses FALSE ALIAS NAMES (Mandapat, Lapuz) and CRIMINALLY FALSIFIES NBI record forms.

THE SUPREME COURT REALLY NEEDS TO DISMISS JUDGE BORRETA – JUDGES SHOULD NOT ASSOCIATE WITH PEOPLE WHO FALSIFY NBI ECORDS – BORRETA IS A DISGRACE TO THE PHILIPPINE JUDICIARY

But is Chief Justice Puno, who has vowed to remove corrupt and morally deficient judges from the system, protecting Borreta because they belong to the same Alpha Phi Beta fraternity, a fraternity whose members recently killed UP Law student Chris Mendez during a hazing?

We hope not because Filipinos deserve better.

One question that arises from these differently completed forms is whether Mam Lovely had really studied at any college and whether she told the NHFMC and SHFC truthful information about her educational background when she applied for accreditation as a CMP Originator.

This is clearly a potential falsification matter that the NHFMC and SHFC need to seriously investigate.

Mam Lovely, please note that stating you are a Real Estate Broker in a public document when you had not passed the requisite licensure is a CRIMINAL OFFENSE. We know that you were not licensed when you completed that NBI form.

Mam Lovely, we suggest you look at those NBI arrest records again because you will be reminded that you used a different signature for yourself on both forms. 

Indeed the UNTRUTHFUL AND FALSIFIED MANNER in which those two forms were completed is WHOLLY INDICATIVE OF YOUR UNDERLYING TENDENCY FOR DISHONEST INTENT,  is it not, Mam Lovely? 

WAS LOVELY LADIGNON DE VERA TRYING TO MAKE FOOLS OF THE NBI AS WELL AS TWO MAYORS? 

It seems that when completing those two NBI forms Mam Lovely forget to read the bit that states “FALSIFICATION PUNISHABLE UNDER ART. 171 & 172 OF THE REVISED PENAL CODE“ 

Lest it not have occured to Mam Lovely, that use of different signatures and providing different information in each NBI form allows any member of the general public, including the many buyers who want their money back, to file criminal charges against you for FALSIFICATION OF A PUBLIC DOCUMENT.

Getting worried Mam Lovely? 

You should be - because if you falsify NBI records and try to make fools of the NBI they throw away the key to the jail cell door.

Indeed, one of those signatures bears a striking resemblance to the signature style used for the signature of Leona Ladignon Lebadia (your sister) in the incorporation and registration documents for BBGMFI. And as we have pointed out in an earlier blog post, the signatures on those documents for Joselito Peredo seem to have been falsified, because according to the resignation letter of Joselito Peredo, he did not sign the registration papers!

Now you should be getting very very worried, Mam Lovely!

Mam Lovely, as clever as you may think you are, the signatures for several of your relatives whose names and signatures appear in various government agency registration documents and letters for your BBGMFI projects can be compared with the signatures for the same actual people who have signed other public documents.

Please remember that your mother Venus and your sister Laarni have signed many many public documents – so it is very easy to establish any falsified signatures on your paperwork! We have even got hold of public documents that have been signed by your sisters Leona Ladignon Lebadia and Lyn ladignon Manalaysay.

Rickson Chiong, who is now a Deputy Director of the NBI based in Manila should now be coordinating with the various housing agencies who are currently investigating the illegal activities of Lovely Ladignon De Vera, and in particular her use of alias names to fraudulently obtain government accreditations, permits and mortgage loans.

Chiong can start his investigation into this woman by charging her for violating Article 172 of the Penal Code when she completed NBI arrest record forms at his previous NBI Baguio office and at Cabanatuan.

All Chiong has to do is order Lovely Lapuz Ladignon to submit to fingerprint testing and then he can then match her fingerprints with those affixed to the falsified arrest records of Lovely Ladignon De Vera.

For the benefit of Rickson Chiong, his attention is drawn to the fact that the City Hall employees who were cheated by her when she used the alias name Mandapat have recently won their civil case against her.

All of the many lot buyers that have been cheated by her suggest that Mr. Chiong fulfills his NBI mandate under RA157 to act in public interest and that to do this he should order Lovely Lapuz Ladignon to explain under oath why she is using that different name Lovely Mandapat to appeal that court decision at the Court of Appeals and why she has stopped using her married name of Lovely Ladignon De Vera, which was her legally recognized name when Chiong’s Baguio City NBI office was involved in her arrest in January 2002. 

Now are you starting to panic, Mam Lovely!

You should. We have already identified more than 100 counts of falsification of public documents and we are still counting! Rickson Chiong is going to be a very busy man filing all those criminal charges against you in coordination with the government housing agencies.

On 16 November 2002 Judge Franchito N. Diamante of RTC Branch 151, Pasig City issued an Order of Release for the Accused, Lovely de Vera, who was being held by Mandaluyong City Police Station, and after Mam Lovely had filed a surety bond under that name.  See below.

But why had Mam Lovely been transferred to Mandaluyong City Police Station, and why was the Order of Release issued by a court in a different city, Pasig?

Very puzzling indeed. Especially as a colleague of Judge Diamante at Pasig City named Judge Borreta had two months earlier referred to the same woman as Lovely Ladignon Mandapat whehn he used an SPA to sell the Dizon lands to her.

Also, there are Regional Trial Court Branches in Mandaluyong City – shouldn’t they be the correct courts to issue an Order of Release?

Was it because Judge Abraham Borreta, who is a co-landowner with de Vera (using her false name Mandapat) was presiding at RTC Branch 154, Pasig City at that time, and used his influence to abuse normal judicial procedures? 

Perhaps Mam Lovely would like to use her website to explain how she came to be released by a Pasig City Court?

Chief Justice Puno should be questioning Judges Diamante and Borreta about this seemingly anomalous transfer from Cabanatuan City to Mandaluyong City and the Order of Release. 

But what is abundantly clear about the details set out in that release order is that Mam Lovely was recognised by RTC Branch 151 as still having the surname de Vera, and thus her use of the surname Mandapat to register BBGMFI on the earlier date of 10 September 2002 was FALSIFIED AND FRAUDULENT. 

The Securities and Exchange Commission need to investigate the falsified and fraudulent registration of Baguio-Benguet Green Meadows Foundation Inc, revoke the registration and take punitive action against Lovely Ladignon de Vera.

If Mam Lovely was so keen to present “the truth” then why did she not act honestly and also re-publish that March 2002 “FUGITIVE ARRESTED FOR MULTIPLE BOUNCING CHECKS …” article on her website?

But not to worry, we have re-published it below.

Every Green Meadows lot buyer should be properly informed about Mam Lovely’s past history of arrests and court appearances for estafa and bouncing checks.

Ah yes, she will say, “but I got Freddie Farres and Odelle Aquino of The Junction to testify on my behalf in a libel case that I filed against the journalist who authored the article on the bouncing checks”.

But Mam Lovely, you lost that case, and the evidence presented on your behalf by Farres and Aquino was not considered to have any bearing on the outcome of that case because it could not be proven to be a fact, and thus could not be said to have been truthful.

Mam Lovely, go back and read the decision issued by Judge Pamintuan of Branch 3 and recognize that that Judge considered the journalist’s printed article to be factual in nature, and that it did not amount to mudslinging or black propaganda. 

Further, have not Freddie Farres, Odell Aquino of the Junction and other people such as Voltaire Acosta involved with Linis Gobyerno  at some time during the past six years, a so called anti-graft organization that files many cases against government officials but has lost just about all of them?

If anything, Mam Lovely, these self-proclaimed graft and corruption busters should be examing your operations in finite detail because there is more than enough evidence in public documents to file a case against you, BBGMFI, Borreta and any complicit Government officials before COA and the Ombudsman.

And, Mam Lovely, is not Voltaire Acosta involved with Dominador Lopez of the Assemblies of God in a local TV station named Mission TV?  And is not that TV stationed financed by Rabindranath Quilala?

Perhaps we need to jog Mam Lovely’s memory.

When Mam Lovely responded in her 4 March 2002 letter under her FALSE ALIAS NAME of Lovely Ladignon Mandapat to the Notice of Violation that had been issued by La Trinidad Municipal Government, she copied that letter to Senator Biazon through that same Rabindranath Quilala who she claimed was Consultant for Northern Luzon CMP Projects. See document below.  (Readers - Please note that the “for” signature on the letter is the same as that affixed for Lovely Ladignon Mandapat to the incorporation papers for Benguet Green Meadows Foundation Inc.)

Mam Lovely, lest you forget, Dominador Lopez has also been paying installment amounts for a lot at your Loakan Green Meadows project for which you helped set up Loakan Green Meadows Home Owners Association presided over by Quino Betong, also of the Assemblies of God. See below.

In a separate posting we have identified why Betong is not qualified to be a beneficiary for the Loakan CMP. We also have information that indicates Lopez is not qualified.

Mam Lovely, we ask you – did the invalidly qualified Lopez manage to get a lot allocation at Loakan because of his evangelical friendship with Rabrindanath Quilala, the CMP Consultant of Senator Biazon, and was this why the unqualified Betong became the incorporating President of the Home Owners Association?

Mam Lovely, we also ask you – did this happen so that you could get your necessary third party witness to testify against the journalist, without which your complaint would have had no valid basis because no third party evidence of malice would have existed?

We hope not because COA will not accept such abuse of Government Programs funded with tax payers money.  

As a reminder Mam Lovely, a ”fugitive” is a person who is evading a warrant of arrest. Did you not watch “The Fugitive” starring Harrison Ford? Evidently not.

There was absolutely nothing wrong about a journalist calling you a FUGITIVE because that was exactly what you were.

For Farres and Aquino to testify on Mam Lovely’s behalf when the facts being presented in that article were entirely true is itself indicative of the questionable nature and purpose of any other article published in the Junction that purports to support her position, including the one she has re-published on her website.

In simple terms Mam Lovely, The Junction newspaper, Farres and Aquino lost credibility by testifying on your behalf in your falsified nuisance libel complaint filed using the alias name Lovely Ladignon.

What kind of people are Farres and Aquino if they support the filing of a falsified libel complaint against one of their newspaper’s own journalists?

Mam Lovely, if Farres and Aquino were prepared to untruthfully support your falsified libel complaint, then ask yourself what real value any other article published by The Junction can serve if you claim it to be “the truth” in your website?   

Now let us examine that October 2003 Junction article in more detail.

That article states “No amount of demolition job can stop her from what she loves doing the most.  That is helping the need the best way she can.  And one way of doing this is by reaching out, and being an instrument in helping the poor realize their dreams, of having a home of their own.”

Ah yes, the “demolition”.

Presumably the article is referring to Mam Lovely’s desire to demolish the residence of a City Hall employee and his family who she and Roehl Mandapat claimed was living within the Loakan Green Meadows site.

Mam Lovely, we have seen all the documents and the badly considered decision of the court which failed take into account some very important matters and suggests that the judge was paid off to make a decision that relied upon procedural matters rather than giving proper and careful consideration to the merits and untruthfulness of the filed complaint.

The questionable content of the filed complaint is too glaringly obvious for any reasonable and competent judge to make a decision without further questioning the plaintiff or requiring the plaintiff to submit further supporting evidence.

Indeed, having examined the case, we note that Roehl Mandapat was not in fact validly and legally qualified to file that complaint, and he also had an undeclared pecuniary conflict of interest – his involvement in BBGMFI.

Effectively the complaint that was filed in court was falsified.

A very serious matter indeed as Roehl will probably end up in jail.

Similarly the various Demand to Vacate letters, none of which were correctly issued by LGMHOA (the plaintiff being represented by Mandapat), were also falsified by the law office that represented BBGMFI, as the statements contained therein were not supported with any factual documents.

We understand that law office decided to stop representing Mam Lovely when it found about her de Vera marriage that had not been anulled by a court.

So the shit will really hit the fan when the matter is brought to the attention of NHFMC who will not be impressed at Mam Lovely’s falsified attempt to evict what could only realistically and reasonably be claimed by her to be an existing on-site resident and potential priority CMP applicant just so that she could replace his family with the families of unqualified off-site applicants such as Quino Betong and Dominador Lopez!

Mam Lovely, the falsification of your CMP projects astounds us because of the magnitude that is evidenced by public documents.

There are so many anomalies and falsifications in the public douments that you presented to government agencies in support of your projects that there can be little doubt that after Mam Lovely’s investigation by COA and NBI, the recommendation will be for multiple criminal charges to be filed against her. 

Now lets return to “demolition”.

Was the Junction article also referring to the fact that when Mam Lovely illegally commenced site development work at Benguet Green Meadows in January and February 2002 she caused the bulldozing of strawberry crops that had been planted by the local informal farming community?

This is all recorded in public documents held by La Trinidad Municipal Government.  So Mam Lovely cannot deny the TRUTH. See below.

Tut tut Mam Lovely,  hardly the act of a person who The Junction article is claiming wants to ”help the needy the best way she can”.

Instead Mam Lovely was destroying those poor farmers only livelihood!

MAM LOVELY, YOU CANNOT GET MUCH MORE UNHELPFUL TO THE NEEDY THAN THAT, CAN YOU!

Mam Lovely, may we also remind you that when that bulldozing was carried out you had no valid legal authority to carry it out on behalf of the registered landowners, nor have we seen any valid legal authority that had been granted by either NEJSSFI or BGMHOA.

Indeed, even the Special Powers of Attorney granted by registered landowners to Abraham Borreta later in May 2002, albeit in clear violation of the Judicial Code of Conduct, did not authorize any commencement of site development work on their lands.

So the demolition of those strawberry crops was not authorized by the actual registered land owners and the damage that Mam Lovely caused was CRIMINAL in nature.

So when is Mam Lovely going to properly compensate these poor farmers, who have a meagre subsistence living, for the damage that she has caused to them?

Mam Lovely’s actions served to alienate her from the local community surrounding the Benguet Green Meadows project site. 

And when, Mam Lovely, are going to address the fact that there are many many informal settlers/farmers living in the vicinity of your Benguet Green Meadows project site who are clearly entitled to have first priority to be included in a CMP project in their neighbourhood, and most certainly a greater priority than those beneficiaries who visit the project site from time to time and have told the same farmers that they are visiting from as far away as Manila and the Visayas?

Those vistors are clearly not qualified to be involved in Benguet Green Meadows CMP.

Even the “caretakers” that you have allowed to prematurely occupy the site and build an illegal and unpermitted structure were not local people.

Rest assured Ms. de Vera we qualified buyers will be scrutinising the background information of each and every other proposed beneficiary to ascertain whether they are validly qualified for the project and we will be reporting our findings to COA and NHFMC.

The re-published Junction article states “The BBGMF-CMP is the only foundation in CAR accredited by the National Home Mortgage Finance Corp.”

As you well know, Mam Lovely, this does stop any other NHFMC accredited foundation from developing CMP projects in the Cordilleras, just like not being headquartered in the Visayas or Pampanga does not prevent BBGMFI from pursuing CMP projects there.  

So what does Mam Lovely’s re-publishing of such a statement really prove? It does not make her any different to anyone else involved in CMP projects.

The Junction article then states “she tried selling lots for only P700, per square meter (all titled properties at that).”

That is not the price that we beneficiary buyers have been paying, so it seems that Mam Lovely needs to be a lot more truthful and publish on her website the much higher actual amounts that we buyers have been required by her to pay. 

And Mam Lovely, when are we buyers at Benguet Greeen Meadows going to get these “titled properties at that”?

We have paid all our installments but Mam Lovely cannot give us a title because there is a land ownership dispute filed by Benjamin Garcia at RTC Branch 10 and she also cannot get any permits.

And less we forget Mam Lovely, according to HLURB, existing laws did not permit you to sell those lands until after you had first obtained a License to Sell from HLURB. We have added a HLURB webroll link to the relevant details Mam Lovely so that you can clearly see that when we buyers ask you to refund us our money you are obliged to do so without delay and in full.

Dear oh dear, what a mess Mam Lovely has got into.

Likewise when will the actual TCTs be issued for Loakan Green Meadows and when will the site development commence?

Ah yes, the site development. Awkward question for Mam Lovely to answer, this one – still having problems getting permits because of the number of City Hall Treasurers and Engineers Office employees who want their money returned for Benguet Green Meadows?

Sweet talk or bullshit by Mam Lovely, whatever anyone likes to call it – the content of www.lovelylapuz.com only seeks to hide the real situtation that can be ascertained by visiting the various government agencies to see exactly what permits have been obtained. 

Any buyer who really wants to know what is actually going on just needs to visit those agencies – HLURB, NHFMC, DENR-EMB, city/municipal planning office, Registry of Deeds, etc.

Many buyers have already done so and already know the real truth, Mam Lovely.

That is why we buyers have been posting comments on web forums, Mam Lovely. 

It is not black propaganda or mudslinging as you falsely try to claim thru your untruthful website. 

Wake up to reality Mam Lovely. The heat is now being turned up. WE HAVE HAD ENOUGH OF YOUR LIES.

If Mam Lovely and Judge Borreta do not provide us buyers with the lots we have paid for, and they are unable to do so because of land dispute or a lack of permits, and if they do not pay us back our money, then our group of buyers will make more falsified documents publicly known and more and more buyers will be suing her, BBGMFI and Judge Borreta to get their money back.

Incidently, Mam Lovely, where is all that money that we buyers have paid.

We hope it has been properly accounted for and expended. We are going to demand that the SEC, NHFMC and SHFC audit your accounts.

Expenditure on illegal site development works that are then destroyed by landslides does not count as valid expenditure.

Further, as that illegal work was carried out by Goldrich, a company owned by relatives of one of the original registered landowners, David Llorente, and Goldrich Homes has a Director, Carlos Dumaguing, who was an incorporating trustee of BBGMFI, we buyers do not believe that any transparent bidding process was undertaken. We buyers should not be paying for illegal and abortive works carried out by a parties with vested interests.

The Junction article then states “Those who are considered veterans in this business in fact, considered this business move of Lovely as a big gamble, because given the classification of Baguio City as a premiere tourist destination, she could have offered it for a much higher cost and still come out as a welfare housing project.”

Exactly who were these “veterans in the business in fact”, Mam Lovely?

If they are not named, then the statement is ENTIRELY MEANINGLESS as it cannot be corroborated as being a fact or truthful. 

The Junction article then states “But being a dedicated and honest person that she is, Lovely did not give in to dictates of people who know nothing but to make money even if it means taking away hard-earned money, from someone who is in need.  Notwithstanding the fact that this project could not generate much in terms of profit, she still went on, knowing that by doing so, she is helping a lot of people in the process.”

Mam Lovely, if there is no profit to be made out of your CMP ventures, and you presumably had very limited financial resources in January 2002 when you were arrested because of the outstanding warrants of arrest for bouncing checks, then how do you explain the extravagant lifestyle that you have been living the past few years – Ford Expedition, house, Friday afternoon shopping trips to Manila.

We buyers know all about you and your extravagant lifestyle. Your many disgruntled ex-employees kept a record.

And how could there be no profit if you were buying that land at Benguet Green Meadows for between P50 and 111 per square meter and then selling it on to us buyers for ten times that price?

The Junction article then states “True enough, she made the right decision, the Community Mortgage Program was a success, over 1,789 families so far, benefited from it.”

We think that the figure of of 1,789 families is vastly exagerated, isn’t it Mam Lovely?

Even the NHFMC project achievement reports issued up to October 2003 do not support that untruthful claim. Indeed, they did not identify the accomplishment of one single CMP project in the entire Cordillera Administrative Region. 

So why did Mam Lovely resort to LIES in that Junction article?

Was it because her reputation had become so tarnished because of the truthful exposure that she had been arrested as a FUGITIVE under the her real name of Lovely Ladignon de Vera?

The Junction article then states “But together with the CMP’s success, are countless intrigues and black propaganda that came her way, as founder.  Some groups, are envious of her achievements.  But she too learned how to fight, the legal way, which, by the way, is documented by cases she filed against people who continue to ruin her reputation. ”

Absolute lies, Mam Lovely. But then we suppose you learned from your co-landowner Judge Borreta about how to file nuisance falsified libel cases to try and frighten people from telling the truth about you or getting their money back from you.

There is no black propaganda or countless intrigues, nor do we envy your public documented ability to lie. And filing falsified nuisance libel complaints most certainly is not the “legal way” – instead it is the act of a criminal mind.

Instead there are simple facts that, as you well know, have been used to support successful defences against your many unwarranted malicious and fictitious filed libel cases which, as you also well know, you have filed under various alias names, i.e. with the intent to deceive the City Prosecutor’s Office and Baguio Judges.

The Junction article then states “Setting aside all of the intrigues, Lovely was and still continuing advocacy she and her supporter-husband Roehl continue to uphold to this day.”

Ah yes, Mam Lovely. Did not that continued advocacy involve lost cases in which you used the alias name Lovely Ladignon including the conviction of Judge Abraham Borreta by the Supreme Court for violating the Judicial Code of Conduct?

So how does that comment in the Junction serve to demonstrate the truth about Lovely Ladignon “MANDAPAT”? Very puzzling indeed! 

And is “husband” Roehl still supporting Mam Lovely’s advocacy?

Last we heard, Roehl had split up from Mam Lovely because he had found out about her previous marriage to Christopher de Vera not being anulled by the courts, and she then acquired a new boyfriend - Dr. Oquendo. 

Publish a copy of the de Vera marriage court annulment documents on your website Mam Lovely, or accept that you are UNTRUTHFUL AND CRIMINALLY BIGAMOUS. 

The Junction article then states ” In fact, the CMP is instrumentally helping some landless residents in Pampanga and as far as Negros Occidental acquire their lands through a low interest program.”

Now then Mam Lovely, that statement would seem to be a little bit short of the truth, are we buyers not correct to say? 

Information on the SHFC website (http://www.shfcph.com/Official%20Webby/download%20files/Pipeline%20Projects/1.For%20Enrollment.xls) identified that the 19 April 2005 BBGMFI application for a CMP project in Negros was still pending when we last checked the website on 30 November 2007.

Thus it would seem, that as at the much earlier date when the Junction article was published, you did not have approval for some of your claimed CMP projects, had not even applied for approval, and it would seem that you still do not have approval. Why do you always lie, Mam Lovely?

We buyers would like to think that Mam Lovely has not been illegally collecting any monies off buyers in Pampanga and Negros Occidental for unapproved CMP projects. But our experience in Baguio would suggest otherwise.

Indeed, the Hinigaran Green Meadows Home Owners Association project is the only BBGMFI initiated project identified on that SHFC webite.

So we buyers have to ask Mam Lovely whether she and BBGMFI have even applied for approval for other CMP projects such as Benguet Green Meadows that we buyers have paid money to her for?

We also ask her why the Hinigaran project is still pending SHFC approval more than two and a half years after BBGMFI submitted the application?

Mam Lovely, have you told the buyers the truthful reasons for the delay?

And has Mam Lovely correctly stopped collecting installment payments until the delay in getting approval has been resolved? 

Any beneficiary buyers who have paid monies for unapproved CMP projects should check the facts directly with NHFMC and SHFC, and if they so desire obtain assistance from those government agencies to get their money back. 

The Junction then states “Through the help of her loyal state ….”

We presume Mam Lovely meant to write ”loyal staff”, but do those staff include one member of her BBGMFI staff who filed criminal charges against her for beating that staff member up, and for which she was arrested and tried in court?

Oh dear, Mam Lovely,  have you forgotten that you falsely filled in your NBI arrest record forms using the surname Mandapat when you were still legally recognised by the National Statistics Office under the surname de Vera, the marriage for which had not been anulled by a court?

Seems Mam Lovely again forgot to read the bit at the bottom of the NBI form that states “FALSIFICATION PUNISHABLE UNDER ART. 171 & 172 OF THE REVISED PENAL CODE“

Using a surname in that NBI form that results from a bigamous marriage is also a CRIMINAL OFFENSE. NBI will have a field day when they arrest you for this one. 

Tut tut tut. The Junction article then states “and while Lovely had been trying to ignore the black propaganda against her, knowing fully well that there are farthest from the truth, the time she said, she must defeat herself and her reputation.  She thought challengers those who claim to have something negative to say against her to come out in the open and face her squarely, and not resort to mudsling and hitting below the belt more so on personal issues.”

Mam Lovely, there has been no mudslinging or black propaganda as you are well aware.

It is only her reliance upon the FALSIFICATION OF PUBLIC DOCUMENTS that “must defeat herself”

Mam Lovely, you lost your filed complaints purely and simply because articles written about you were based on FACTUAL PUBLIC DOCUMENTS. Accept reality.

But, will Mam Lovely live up to her published desire to face us squarely and come out in the open in front of the whole wide World and in doing so will Lovely Ladignon de Vera publish on her website the documents for the anulment of her marriage to Christopher de Vera and her marriage to Roehl Gapol Mandapat?

Lovely Ladignon de Vera – if you do not rise to that challenge then the words of that Junction article that you chose to re-publish on your website will be entirely meaningless and be a deceptive charade. 

The City Prosecutor’s Office is now very familiar with Mam Lovely’s modus operandi and her various alias identities, hence her latest falsified complaint against Dr. Oquendo will probably not get very far.

So if Mam Lovely doesn’t use her real NSO recognized name of Lovely Ladignon de Vera to file her future complaints she most probably will be charged with FALSIFICATION for using a FALSE ALIAS NAME.

So cut the bullshit and sweet talk, Mam Lovely, and accept that THE REAL TRUTH that has been set out in public documents is FACT and your story telling is FICTION. 

The Junction Article concludes ”Quite a though lady that she is, she said that despite all the intrigues thrown against her; she is so grateful that people still believe in her.”

Well how further from the real truth can that be. Mam Lovely.

The existing city hall employees suing you and Judge Borreta to get their money back, and an increasing number of buyers who want to do likewise is indicative that there are an awful lot of buyers, like us, who are NOT GRATEFUL and DO NOT BELIEVE IN HER WHATSOEVER.

The corruption and lack of basic ethics within our Judicial System therefore continues unabated. His promotion is nothing less than scandalous.

Below is a copy of an authorization issued by Judge Borreta in 2001 to a woman using the name Lovely Ladignon-Mandapat.

Of great concern is the fact that when he issued that SPA to Ladignon-Mandapat, Judge Borreta had obtained no accreditation from NHFMC nor did he have any approval for a CMP project or any ECC, development permit, land conversion from agricultural . In simple terms, just by collecting money either directly or through a falsified SPA that made reference to a CMP and NHFMC he was violating several housing laws and articles of the Penal Code.

Are we now to believe that our judges have immunity to violation of the laws of our country and that the CJ tolerates such injustice? That would seem to be the case given the actions of the JBC and CJ Puno.

The attention of the JBC was also drawn to the fact that “Lovely Ladignon-Mandapat” was a false alias name, as evidenced by this woman’s own sworn testimony before both the Supreme Court and RTC Branch 3, and that several parties were now seeking reinbursement of money paid for an illegal unauthorized subdivision project in which Judge Borreta was involved. The CTC referred to in the above document also used a false alias name. The notary public, Juan Alberto Reyes Antonio III was notarizing a falsified document.  JBC was also asked to check whether Borreta was actually present when many of his executed documents were notarized in Baguio and La Trinidad or whether he was instead in court in Pasig City. Again, this indicated that the documents were falsified in nature, and were a disgrace to the Juducal System.

The JBC was advised that any promotion of Judge Borreta to the Court of Appeals before the controversies surrounding Benguet Green Meadows had been resolved to the satisfaction of all aggrieved deceived lot purchasers. would only lead to the JBC being discredited when the social housing scam later became the subject of National Media.

It is a sad day for the Philippines when the JBC fails to recognize that it has an over-riding duty to the general public that far outweighs the interests of any aspirant Court of Appeals applicant.

The members of the JBC should all have recognized that the general public will have no confidence in the judicial system while its recommended and appointed judges are involved in the execution of falsified public documents that cause the innocent public to be defrauded out of hard earned money.

But then, as we all know, the chair of the JBC is CJ Puno, and that given his upcoming retirement it was his last opportunity to get a fraternity brod promoted to the CA, irrespective of his law violating involvement in an illegal and unauthorized social housing project.

Without Change to the Unethical and and Morally Corrupt Government System there can be No Progress for the General Public.

The Filipino public should champion the public exposure  by Marites Vitug of the corrupt and unethical nature of the Judicial System in the book Shadow of Doubt. It is self-sacrificing bravery similar to that of Jose Rizal and Nino Aquino that is intended to protect the best interests of the Filipino general public over and above the selfish interests of a privileged and elitist few. It is what true democracy is all about.

As for Presbiterio Velasco, if he feels he has nothing to hide, then he should immediately publicly declare that he has no objection to the SALNs of all judges being made public instead of filing harrassment libel cases for which he will undoubtedly be able to manipulate all court decisions in his favor.

Velasco is just making a bigger mockery of the Judical System. He is simply demonstrating that the current libel laws are there to harrass anyone who dares to expose the truth. His actions indicate that the libel laws need to be changed so that the accused is presumed innocent unless people like Velasco can prove beyond all reasonable doubt that libel did in fact take place.  

How can the general public have any confidence in judges behavior when they are the only branch of government that is allowed to hide their SALN so that the public cannot have access to information that would further expose their unethical and corrupt behaviour, such as that of Judge Abraham Borreta, Judge Dias De Rivera and Judge Camacho which is identified in this weblog?

There is no one less moral or ethical than a Chief Justice who advocates good morality and ethics despite having being involved in the legal team that supported dictator Marcos and who also is involved in the JBC panel that recommended the promotion of the corrupt and unethical Judge Borreta to the Court of Appeals.

No RTC judge with Borreta’s past history of administrative violations, highly dubious court decisions, and involvement in an illegally commenced subdivision scam that has cheated Filipinos out of money thru the use by his accomplice Lovely Ladignon De Vera of several false alias names and falsified receipts should ever be allowed to even apply for promotion the Court of Appeals.

For the JBC panel members to ignore the information that was sent to them on Borreta, even though it has been kept in the records, is nothing short of disgraceful, and if anything, is supportive of the many allegations in the Vitug book.  But then promotion, as exposed by Marites Vitug, is not based on merit, morals or ethics. Instead it is based on who you know, who you will look after in the future, and whether the CJ is your fraternity brod

Recently the Supreme Court has advised that Court of Appeals appointments cannot be made by Arroyo during the election ban on making appointments. That would indicate that Borreta’s appointment would be illegal.

We trust that Presidential Candidate Noynoy Aquino, who is supportive of protecting Marites Vitug from the threats made after release of the book, if he is elected as President, will also very very carefully scrutinise any recommendation of promotion for Borreta and reach the same conclusion as we do that he is unfit to sit in the Court of Appeals due to his lack of ethics and corrupt nature and his involvement in the false and illegally commenced CMP scam at Benguet Green Meadows.

Cleansing of the Judiciary has clearly not taken place, and rotten apples continue to adversely affect the best interests of the Filipino because judges are being unfairly and unreasonably protected by the very same decision making body that employs them!  A clear conflict of interest that can only be eradicated by taking away from the Supreme Court the responsibility for prosecuting administrative cases against its own judges.

This assessment that is being relied upon by Lovely Lapus Ladignon (De Vera) in her letter dated October 19, 2009 to Clr. Isabelo Cosalan does not identify the registered owners and lot number for the inconclusively identified inspected land, nor does it accurately identify the boundary coordinates of the site, and thus to all intents and purposes it is a meaningless scrap of paper for the purposes of promoting the project to and obtaining permits and approvals from housing agency and local government officials such as Clr. Cosalan. We trust that Clr. Cosalan and his Housing Committee are thoroughly checking out the claims of Mrs. De Vera so that they are not publicly embarrassed at a later stage.

We also respectfully suggest that Samuel Paragas and Fay Apil of DENR-MGB-CAR should insist that any requests for such occular inspections are supported with a certified copy of the relevant TCT and the written notarized authorization of the registered land owner, and such that the DENR-MGB issued assessment fully and correctly identifies the actual titled lot and registered land owner so that people like Kelly Parsons, Lovely Lapus Ladignon and BBGMFI cannot subsequently use an issued assessment report for a vaguely identified location to misrepresent facts when that document is presented to a third party. DENR-MGB have a duty to protect the general public and any other government officals from any misrepresentation that may flow from the vague wording of any assessment report that they may issue.

Moreover, based upon the vague project location indicated in this ocular geological assessment obtained from DENR-MGC-CAR by Kelly Parsons of Green Meadows Foundation, La Trinidad, the proposed Cruzdel site that was inspected by DENR-MGB is quite probably located within the metes and boundaries of the Cave Forest Reservation which surrounds St. Martin Elementary School. This may also explain why DENR-MGB-CAR observed that the land was undeveloped and forested with pine trees.

For those who are unaware, Presidential Proclamation No. 492 (see http://www.ops.gov.ph/records/proc_no492.htm) was issued on October 27, 2003 seperating out St. Martin School from the 4 hectare Cave Forest Reservation that had been originally declared under Proclamation No. 16 dated April 27, 1922. Proclamation No. 492 identifies that the school is surrounded on all sides by the forest reserve, so it would seem likely, if not probable, that the forested area inspected by DENR-MGB-CAR is within the forest reserve, which is inalienable government land.

It is therefore important for Clr. Cosalan and the Housing Committee to thoroughly check who actually owns the proposed project site so that abuse of inalienable forest reservations does not take place and there is not another scandal such as the ones at Busol Watershed, South Drive, etc.

Further, the wording of the assessment report indicates that the project site, as shown by Kelly Parsons to DENR-MGB-CAR, was not being occupied by the squatters referred to Lovely Lapus Ladignon’s groundbreaking invitation letter. Thus, it would seem that Ladignon and Parsons are just trying to con government officials etc once more by using the same falsification modus operandi that they have been operating for the last ten years. Indeed, government officials should clearly be checking whether by initiating this Cruzdel project, Lovely Ladignon De Vera, Kelly Parsons and BBGMFI are trying to steal inalienable government forest reservation land. If so, then government officials should be filing appropriate criminal charges against De Vera, Parsons, BBGMFI and all of its officers and trustees. 

The possibility also remains that Kelly Parsons was naively aiming to deceive government officials by obtaining an occular geological assessment report for a different area than the intended site where the squatters presently reside. Why for instance was he (she) falsely using the name “Green Meadows Foundation” (no such foundation registered at the SEC) instead of the correct name of Baguio Benguet Green Meadows Foundation Inc?, and why was he (she) falsely using a La Trinidad address instead of the correct Masonic Center, Baguio address? Yet further indicators that the obtaining of this report is a sham and falsified  exercise intended to deceive people and government officials, and after a few government officials correctly started questioning the proposed project’s legal validity.

We are not fools Lovely Ladignon De Vera, and contrary to your opinion, HLURB officials receive education and advice on geohazard matters, and almost certainly know more than you do , given that you have no real estate, construction or civil engineering education background. But then it looks like somebody else is writing your letters for you. It is very easy for an educated and intelligent person to see through your charade.

It is time that all government officials stopped turning a blind eye to this bogus housing foundation that is operated by a woman who uses a false alias name aided and abetted by a man who dresses up as a woman. Yes, as we all know, Lovely has this habit of putting her arm around all male governent officials and pretends to be all friendly, but that is just a fake smokescreen to make the men blind to her evil intention to deceive them. They need to open their eyes and recognize that they are being seduced and conned by a scam artist. She can not use that technique on women government officials, which is why women are not conned by her scam. 

The general public, including squatter communities, must be properly protected by government agency officials from a woman who was publicly dismissed from Zurich Philippines in 1999 for non-remittance of premium payments and misrepresentation, who has in the past been served with multiple wearrants of arrest, who has an extensive NBI record history under her surname De Vera, who has a history of using false names and different signatures, and whose sole objective is to enrich herself by exploiting the poor and abusing the social housing program through falsification and misrepresentation. In addition, inalienable forest reservations must be protected by government officials from unscrupulous interlopers.

The public notification of her dismissal in the Philippine Daily Inquirer and Bulletin Today indicate the very serious nature of her dismissal for misrepresentation and non-remittance of premiums.  Clearly, Zurich Philippines did not consider that she could be entrusted with collecting money from policyholders. That is the same kind of fraud problem that CMP lot buyers are now facing. SHFC and NHFMC officials need to be taking the same course of action that was taken previously by Zurich. If Zurich consider that they have an obligation to protect the general public then clearly government officials have that same obligation, if not more so. Government officials at SHFC, NHFMC, NHA and HUDCC have absolutley no excuse for not ascertaining from Zurich Philippines the exact details of the fraudulent activities of Lovely Ladignon De Vera. Similarily, those same government officals now have further evidence to support converting the current suspension of BBGMFI/Mandapat’s CMP accreditation into a permanent revocation. The general public must be properly protected by those government officials.

It is unthinkable that a person with such a vast collection of criminal cases filed against for estafa and bouncing checks her could ever be permitted by government officials to be involved in a government funded social housing program. Government officials need to put aside any embarrassment that they may feel they have as a consequence of being hoodwinked by this woman, and must now put right all of the damage that has been caused by this woman through her use of false alias names.

How can this be correct???

Harry Nool knows that he should have inhibited himself from that adjudication process because he has had previous involvement in a court case involving Lovely Ladignon and Benguet Green Meadows CMP Project – Civil Case No. 5136-R, RTC Branch 61, Baguio City. In that civil case, Nool sided with Ladignon!!!!!!

Based on his testimony in that court case in support of Ladignon, and the details of the background of that case, including other affidavit testimony provided by city hall employees against Ladignon and Benguet Green Meadows CMP Project, who later sued Mandapat (Ladignon) and Judge Borreta in a seperate civil case, it is abundantly clear that Nool has shown one-sided bias against the fair and reasonable interests of the lot buyers at Benguet Green Meadows, and that she should clearly have inhibited himself from participating in the adjudication of the filed complaints.

Why has he not done this? – simple, because he is a friend of Lovely Ladignon De Vera and BBGMFI.

This is how graft and corruption operates in HLURB-CAR.

Nool testified on behalf of Ladignon, even though she had been using the false alias name Mandapat when presenting herself to city hall employees – he is not fit to remain in office if he supports people who use false alias names. Scandalous!!!!!

Lot buyers should visit the Clerk of Court at RTC Branch 61, read the case file for 5136-R and obtain copies of the Nool affidavit and other court documents so that they can use those documents to force the exclusion of Nool from any adjudications of complaints filed against BBGMFI, and even to submit a complaint to the Ombudsman seeking the dismissal of Nool from HLURB.

It is clearly unacceptable for HLURB officials such as Nool to protect a bogus housing foundation formed by a person using a false alias name that sets out to deceive and cheat the general public.

Nool is also a freemason in a lodge that meets in the same masonic center where BBGMFI moved to its new office. As we all know – never trust a freemason – they are a secretive fraternal society.

Notice how she is so evil In her pursuit of stealing from the poor that she is also deceiving a charitable foundation, ABS-CBN Bayanijuan.

Below is the letter that HLURB issued in response to the invitation to attend the launch of Cruzdel Green Meadows.

The letter is self-explanatory and identifies that the project has no CMP approval, that BBGMFI has had its CMP accreditation suspended since March 29, 2009, and it further raises questions regarding the use of the name “Lovely Lapus Ladignon”.

In addition, shortly after the devastating impact of Typhoon Pepeng, particularly in known geohazard areas, Councilor Isabelo Cosalan Jr, Head of the  Committee on Urban Planning, Lands and Housing for Baguio City also wrote the following CEASE AND DESIST letter to BBGMFI/Ladignon which again is self-explanatory.

The message that is clearly being given to BBGMFI and LADIGNON by government officials is that their illegal activties will not be tolerated.

Anyone who has been deceived into participating in unauthorised CMP projects at Crystal Cave or at Irisan should immediately contact Councilor Cosalan, HLURB, HUDCC and SHFC so that formal written complaints can be registered and further punitive action taken against BBGMFI, Ladignon, and her family relative trustees.
